Case Study: Using Child-Friendly Spaces to Prevent Child Labour and Support Working Parents

Tackling Child Labour by Addressing the Root Cause


 

During the summer school holidays, The Centre has often supported brands and their suppliers in addressing situations where children accompany their parents to work in factory production areas due to a lack of childcare. In some cases, children pass the time by helping with simple tasks, even though they are not officially employed. When auditors spot these situations, they are often flagged as child labour incidents.

 

In 2024, we worked with a client in China facing such an issue. To provide a sustainable solution, the brand and supplier collaborated to invest in a Child-Friendly Space (CFS) programme. This initiative was designed to offer a safe, nurturing environment for workers' children while mitigating the risk of child labour and preventing children from entering potentially hazardous production areas during their parents’ shifts.

The Approach: From Baseline to Impact                   




1. Understanding the Needs
To kick off the programme, we conducted a baseline assessment to gauge the childcare needs of workers and ensure the CFS would meet their expectations. A suitable venue was identified and assessed for renovation, setting the stage for a space that prioritises safety and comfort.

 

2. Building a Safe and Engaging Space
Detailed renovation plans were shared with the factory, ensuring the space adhered to stringent safety and quality standards. Once the physical space was prepared, a two-day training was held for factory management staff, covering topics such as safety protocols, daily operations and activity planning.

 

3. Bringing the CFS to Life
The factory was supported every step of the way – from renovating the space and recruiting staff to promoting the CFS among workers. When the doors opened, the programme ran smoothly, providing children with structured, engaging activities in a safe environment.

 

4. Monitoring and Celebrating Success
Throughout the operation of the CFS, we monitored its progress to ensure standards were upheld and provided ongoing support to the factory. Opening and closing ceremonies were thoughtfully planned to celebrate the initiative and foster a sense of community. An impact assessment was conducted to gather insights and feedback, ensuring the programme can evolve and improve.

The Impact by the Numbers                                     




  • 22 children participated, including two left-behind children and three migrant children.

  • 22 workers benefitted, finding peace of mind knowing their children were in a safe space.

  • 100% of workers reported feeling that factory management truly understands their challenges as working parents.

  • 100% of participants planned to return to the factory’s CFS next summer.

  • 100% of workers expressed they would recommend the factory to friends and relatives.

  • 100% planned to stay at the factory for at least two more years, a testament to the role of CFS in strengthening worker loyalty.

An 8-year-old girl, previously spending her summer helping her father at his stall, shared how the CFS transformed her experience:

"This year, I came to the CFS, where my life has become more organised, and I have made many friends to play with. I prefer living here to my hometown because I want to be with my parents."

Factory staff also noted the impact:

"A young girl in the CFS was initially too nervous and shy to talk to others. However, she has now become confident in the group, which has made me feel that CFS is a meaningful programme. Parents have shared how much they appreciate CFS and hope it continues next year. It reflects the factory's care for its employees and has gained an excellent reputation."

Why CFS Works for Business                                   



By offering childcare solutions, the factory has not only supported its employees but also strengthened its reputation as a responsible employer. Workers feel valued, retention rates have increased, and the factory is better positioned to attract talent. The CFS isn’t just about childcare: it’s about creating an environment where families feel valued and supply chains become more resilient.
